Why “Reform” is the Manifesto We’ve Been Waiting For?

On March 1, 2026, Reform Liberia will launch its multi-social-media platform campaign for the newly published book, Reform: A Liberian Development Manifesto by Norotoi Gbonoi, to bring the manifesto to life.
The social media campaign aims to spark discussions and debates about the book and the country’s future and destiny. It will focus on engaging various forums and districts to promote participation in shaping the nation’s future. The book will be launched at intellectual centers, on school campuses, and through livestreams featuring the author, policy experts, and ordinary citizens to discuss specific chapters and topics, including Liberia’s purpose, standard of living, and the government’s obligations to its people.
For decades, discussions about Liberia’s growth and development have been full of “what ifs.” What if our infrastructure matched Ghana’s? What if our leaders genuinely cared about the country? What if politicians and lawmakers were not corrupt or incompetent? In the upcoming release, Reform, those “what ifs” finally have a clear, actionable “how.”
This isn’t just another dry academic text. It’s a bold, strategic roadmap to replace the outdated governing system that weakens the public but empowers presidents and elected officials. The book proposes a District-City-State model that gives district residents authority to make governance and fiscal decisions, rather than the “republican” model based on a county-administrative system managed by the president. It redefines the legislature, reverses the aid-dependency model for managing the country, and advocates a radical national ideology of self-reliance and structural integrity.
Reform also explores the core “gears” of the Purpose of the State, including how security, defense, and protection are organized and coordinated. It offers solutions to improve living standards, promote a vibrant private sector, produce goods and services for the local market, and create employment and wealth.
Liberia stands at a critical crossroads and needs our creativity and resolve, not handouts. The people are disenfranchised and impoverished. Hundreds of thousands are fleeing the country in search of opportunities abroad, while foreign concessions drain its resources. Today, only the president, top government officials, lawmakers, Lebanese, and Indian merchants are prospering.
Reform aims to change that! The book serves as a catalyst, guiding the country toward a future in which millions can live well and achieve their dreams in a rapidly changing global economy. It presents a perspective that the opportunity for transformative “leapfrog” development is attainable. It sees our challenges not as insurmountable barriers but as engineering problems waiting to be solved.
